Regardless of our issue of causation he raises an even bigger point that I thought of but didn't mention. Pakistan (e.g.) is the main problem. And nothing's really changed there.

Also I should mention that Qadaffi is not becoming less of a dictator. It's significant to separate WMD/security from democracy. The whole WMD point seemed fishy to me. But that may be just me.
